""The aim of an Intermediate Treatment programme therefore becomes threefold: to furnish the courts and supervisors with alternative treatment programmes which, while they expose a child to the objectivity of a new setting, do not demand his total removal from family and familiar environment; to implement such a programme through the cooperative effort of the Social Servies and youth and educational projects in the communities; and, to provide the child with an environment in which he may work realistically to alleviate his distress and know of his worth as an individual and a member of society.""
